I had to up the voltage to 1.55 volts to get mine to post at 1600mhz (even though it's rated 1600mhz), my ram is in fact rated at 6,9,7,24 but won't post at 1.65v so I had to back it off to 7,9,7,24.

You have got the the 470 in a 16 lane slot and configured the BIOS to operate the slot at x16?, my board for example has a full length slot which is electrically a x4 slot.
